CARB Certification Information

Rugby fully complies with all regulations and phase - in implementation of CARB regulations. Any and all products supplied by Rugby that requires certification, comply with the CARB rules and meet or exceed the limitation of formaldehyde emission.

In 1992 California determined that formaldehyde contained no safe level of exposure. The International Agency for Research on Cancer (IARC) reclassified formaldehyde as a carcinogen and through the Air Resources Board ARB determined that limiting exposure from the inhalation of formaldehyde needed to be mandated. In 2007 ARB approved an airborne toxic control measure (ATCM) to reduce formaldehyde emissions from composite wood products to include hardwood plywood, particleboard, MDF and any and all furniture and other products made from composite wood products.

This regulation consists of two phases of emission standards. The first phase of the emission standard was implemented January 1, 2009. The second phase will be implemented over the 2010 - 2012 timeframe.

The ATCM, approved by ARB applies to panel manufacturers, distributors, importers, fabricators and retailers of the panels and finished goods containing those products, sold or delivered to California.
